One of the first uses of photographs has been to identify people. It’s a use well studied by scholars.
The Musée of archives nationales, in Paris, holds an exhibit on the subject at Hotel de Soubise. The exhibit is closing in a few day but there is a catalogue available.

Unfortunately I read about this conference too late. It looks quite interesting and there were a couple of talks related to photography as well.
